TOWN OFFICE BUILDING                                                                                                  6:30 P. M.

First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance:  Selectmen Patton & Lewis, L. Nicholls, and residents.  First Selectman Eldredge led the Pledge of Allegiance.

APPROVAL OF MINUTES
SELECTMAN LEWIS MOVED TO APPROVE THE MINUTES OF 3/19/07.  
Selectman Patton seconded the motion.

CORRESPONDENCE
A list of correspondence was available at the meeting and in the Selectman’s office.

PUBLIC WORKS
Lynn commented the Transfer Station will be closed on Easter Sunday, April 8, 2007.  We have started sweeping.  First Selectman Eldredge commented he is missing some receipts from the Transfer Station.  Lynn commented Val will call you on Wed. to check on the receipts.  First Selectman Eldredge asked have you thought about what Inland/Wetlands wants?  Lynn commented they want a list of the catch basins and culverts to be cleaned out; some have not been cleaned in years since we do not have the manpower.  Selectman Patton commented they want the catch basins cleaned twice a year instead of once a year.  First Selectman Eldredge asked Lynn will you present a time frame of when you will get it done?  Lynn commented she will try.  Discussion followed on when the catch basins will be vacuumed.  Selectman Patton asked Lynn could you

possibly identify some of the ones that are higher risk catch basins, the ones that get filled up more and do them twice a year?  That could be a good comprise for them.  Discussion on the catch basins that might be on this list followed.  Selectman Patton asked Lynn did you figure out how to pump the cyclone area on the Village Hill Bridge?  Lynn commented someone is coming to look at it.  Selectman Patton asked First Selectman Eldredge what did you find out about the 800 gallons of used oil.  First Selectman Eldredge commented it was 385 gallons; they said this is what is normally poured off.  Further discussion on this followed.  Selectman Lewis commented they should be instructed to take the oil as it comes in directly down to Public Works.  Discussion on using a 50-gallon drum and then delivering it to Public Works followed.  Lynn commented after we discussed this at a meeting I started getting the oil at Public Works.  Selectman Lewis commented we need to get out of the way and let the Public Works Supervisor do her job and direct the crew.  Further discussion followed on the size of the waste oil tank and filters.  Selectman Lewis commented Mike you said in 9 years you never got any contaminated oil.  First Selectman Eldredge commented once I did.  Bob Wiecenski asked how much do you burn when you run it.  Lynn commented on a very cold day, with the doors opening and closing, we use 40 gallons.  Bob commented you should never have to ship anything during the winter.  Further discussion followed on bringing the oil to Public Works.  Selectman Lewis commented, again we do not need to have this discussion, let the Supervisor supervisor.  Selectman Patton asked Lynn how many catch basins do you think would fill more rapidly.  Lynn commented about 1/3.  First Selectman Eldredge asked how many do we have?  Lynn replied 900.  Lynn asked do we clean out the catch basins when the construction is finished at the Senior Housing?  Selectman Patton commented we would maintain them.  First Selectman Eldredge commented they are good at sweeping up.  

KECHKES ROAD BRIDGE RESOLUTION
First Selectman Eldredge read the following resolution:
RESOLVED, THAT THE WILLINGTON FIRST SELECTMAN, MICHAEL ELDREDGE IS EMPOWERED TO EXECUTE AND DELIVER IN THE NAME AND ON BEHALF OF THE TOWN OF WILLINGTON A CERTAIN CONTRACT BETWEEN THE STATE OF CONNECTICUT AND THE TOWN OF WILLINGTON FOR THE DEVELOPMENT OF CONTRACT PLANS, SPECIFICATIONS AND ESTIMATES IN CONJUNCTION WITH THE REPLACEMENT OF THE KECHKES ROAD BRIDGE (BRIDGE NO. 05531) OVER THE FENTON RIVER UTILIZING FEDERAL FUNDS.

Selectman Lewis commented I thought that we were waiting for firm prices to do this in-house.  First Selectman Eldredge commented we are but we said we would go ahead while we wait.  Selectman Patton asked what is the resolution for.  First Selectman Eldredge commented to sign the contract for the design aspect.  Selectman Lewis commented I thought if they start designing it and we decided not to go with it we would still have to pay for 20% of the cost.  Why have 20% of the cost of a design that right now we are very doubtful we will have?  A $1.5 million bridge on Kechkes Road sounds very doubtful to me.  You could sign in to something that will cost us 20% of something we won’t even use.  First Selectman Eldredge commented the next phase is evaluating the firms that responded to the engineering ad.  We bring it down to a list of 5; select one of the 5 to do the bridge.  The engineering firm does a scope of work; Close Jensen & Miller takes the scope of work and put a cost on it.  The engineering firm puts a cost on it and they negotiate a settlement price for the engineering portion.  After that, until they have actually done 30% of the design we can back out.  Selectman Patton commented Jack’s point is that even at 30% we are still going to pay about $15,000, never mind the taxpayers of the State of Connecticut and the Federal taxpayers.  I don’t mind making the motion but I want to be sure you are aware that we want prices from Karl and be sure the Bridge program is the best way to go.  Before we interview, I want to be sure we are not going to go with the local option.  First Selectman Eldredge commented Karl would have to give us a price before we do that.  Discussion on the time frame followed.  First Selectman

Eldredge commented he will check on the time frame and ask Karl to get the pricing in to us.  Selectman Patton commented I want to be really, really sure when I say this federal program is the best way to go.  It is a good
thing that we did our homework and review the options but I want to make sure that this is the way we are going to go.  Selectman Patton commented I just don’t want any misunderstanding; I don’t want to interview anyone until we are really sure that is the way we are going to go.  Selectman Lewis asked is there a deadline for the resolution?  First Selectman Eldredge replied no, but you don’t want to stop the process, you can back out without any commitment up to 30%.  Selectman Lewis commented $1.5 million I do want to stop.  Selectman Lewis asked why not wait until the next meeting to do the resolution?  Selectman Patton commented I don’t want to be railroaded step by step.  I do not want any misunderstanding.  First Selectman Eldredge commented he will call Karl.
SELECTMAN PATTON MOVED TO ADOPT THE ABOVE RESOLUTION.
First Selectman Eldredge seconded the motion.

APPOINTMENTS
FIRST SELECTMAN ELDREDGE MOVED TO APPOINT CAROL LARSON AS THE WILLINGTON MUNICIPAL COLLECTOR OF TAXES AND REVENUE FOR A TERM OF 4 YEARS PURSUANT TO STATUTE 9-189 AND THE TOWN OF WILLINGTON ORDINANCE.  TERM EFFECTIVE APRIL 2, 2007 TO APRIL 2, 2011 WITH AN EVALUATION EACH YEAR IN THE MONTH OF APRIL.
Selectman Lewis seconded the motion.
VOTE:  3 YES (ELDREDGE, PATTON & LEWIS)    0  NO

RE-ADOPT FAIR HOUSING RESOLUTION
SELECTMAN PATTON MOVED TO RE-ADOPT THE FAIR HOUSING RESOLUTION.
Selectman Lewis seconded the motion.

FAIR HOUSING RESOLUTION


Whereas,        All American citizens are afforded a right to full and equal housing
            opportunities in the neighborhood of their choice; and

Whereas,        State and Federal Fair housing laws require that all individuals, regardless
of race, color, religion, sex, national origin, ancestry, marital status, age,
mental or physical disability, lawful source of income, sexual orientation,
familial status, be given equal access to rental and homeownership
opportunities, and be allowed to make free choices regarding housing
location; and

Whereas,        The Town of Willington is committed to upholding these laws, and
                realizes that these laws must be supplemented by an Affirmative State-
                ment publicly endorsing the right of all people to full and equal housing
                opportunities in the neighborhood of their choice.

NOW THEREFORE, BE IT RESOLVED,

                       That the Town of Willington hereby endorses a Fair Housing Policy to
ensure equal opportunity for all persons to rent, purchase and obtain

financing for adequate housing of their choice on a non-discriminatory
basis:  and
BE IT FURTHER RESOLVED, That the First Selectman of the Town of Willington or
                       his designated representative is responsible for responding to and
                       assisting any person who alleges to be the victim of an
illegal discriminator housing practices in the Town of Willington.

RE-ADOPT FAIR HOUSING POLICY STATEMENT
FIRST SELECTMAN ELDREDGE MOVED TO RE-ADOPT THE FAIR HOUSING POLICY STATEMENT.
Selectman Patton seconded the motion.

TOWN OF WILLINGTON
FAIR HOUSING POLICY STATEMENT

It is both the policy and strong commitment of the Town of Willington to promote Fair Housing opportunities in all its programs and housing development activities and to take affirmative action through education and implementation to ensure equal housing opportunities for all persons and families.

The Town of Willington will take affirmative action to ensure that all tenants, applicants, and residents are treated fairly without regard to their race, color, religion, sex, sexual orientation, marital status, national origin, ancestry, learning disability, mental or physical disability, including but not limited to blindness, age individuals with children, or lawful source of income.

The Town of Willington will continue to make a good faith effort to comply with all Federal and State laws and policies which speak to fair housing practices.

It is the policy of the Town of Willington that all Housing related personnel be trained and educated in the principles of Fair Housing and Equal Opportunity so that Equal Housing Opportunity may be available to all qualified applicants.

This Fair Housing Policy Statement reaffirms our personal commitment to the principles of fair housing and equal opportunity housing practices.

The Fair Housing Officer, Youth, Family & Social Services Director, or their designated representative is responsible for the enforcement and implementation of the Fair Housing Regulations/Plan and the enforcement of this policy.  The Fair Housing Officer may be reached at 860-487-3118.

Complaint(s) pertaining to discrimination in any program funded by this Town of Willington may be filed with the Fair Housing officer.  The Town’s Grievance Procedure will be utilized in this case(s).

COMPLIANCE WITH TITLE VI OF THE CIVIL RIGHTS ACT OF 1964

FIRST SELECTMAN ELDREDGE MOVED TO RE-ADOPT THE COMPLIANCE WITH TITLE VI OF THE CIVIL RIGHTS ACT OF 1964.
Selectman Lewis seconded the motion.

COMPLIANCE WITH TITLE VI OF THE CIVIL RIGHTS ACT OF 1964
The Town of Willington does not discriminate in the provision of services, the administration of its programs, or contractual agreements.  The Town of Willington seeks to fully carry out its responsibilities under the Title VI Regulations.

Title VI of the Civil Rights Act of 1964 prohibits discrimination on the grounds of race, color, or national origin in programs and activities receiving Federal financial assistance.  Title VI provides that “No person shall on the grounds of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program” covered by the Regulations.

This policy is effectuated through the methods of administration outlined in the Town’s Fair Housing Plan and is fully implemented to ensure compliance by the Town, as the recipient, and by sub recipients.  The cooperation of all Town personnel is required.
